If you have succeeded in obtaining a Medeis Incantatrix spellbook then you can get it 'enchanted' by Saint Elmo the Monastic Sorcerer.
Now the new 'enchanted' book should allow you to cast all spells and also will have 'Buffs' when equipped.
This is not easy to get but does give Mages some real power.
