Is being red/blue based on karma like the early early days of uo? or based off of murders?

Based off Murders as far as I know. e have only had one player go Red due to the number of kills (heads collected) but last time I saw him he had returned to Blue again. I guess he had been behaving for a while. You might try testing it to see if killing NPCs in Tartarus turns you Red.

I've killed a number of blue NPCs in Elysium, I stayed blue. Good, it's time to lock my karma.
