I do not believe ID Wands are craftable but Scribes can make Recharge Scrolls for all wands and also can make ID scrolls

Ahh ok thanks! Can they be acquired anywhere other than the starting kit? If they can't could they maybe be added as a purchaseable reward from Hart?

All types of wands can be found in the Dungeon Chests or can be purchased from a player with a dungeon crawler. You can Macro Lockpicking in the Gypsy Camp (southeast corner of Arete)

As Amairgen said, wands can be found in dungeon chests at pretty good rate. If you don't have free skill slots for lockpicking, i think i can regularly sell you some =)
