The 'Pet Slot Potion' is one of the potential rewards from the Taming Quests.
The 'Pet Leash' can be crafted by high end Tailors or the quest given in Bedlam by 'Kia the Student' can drop them.

Where are the taming quests? What is the pet leash used for? The Taming Quest for Powerscrolls can be accessed just inside the Moonglow Zoo. A Pet Lash is an item you use to 'Shrink' Evolution pets (Drow Dragon, Mercenaries and Undead Followers) |

Thanks for the info Amair. Ive been looking for the tamer quests, never thought of looking in the Glow zoo.
