Arti the Antiquities Dealer is found in the Artifact Display house located just northeast from the Vesper bank. He collects artifacts and in return will open a gate to a place in Ilshenar where you can fight hideous monsters for gold and special resource drops that high end crafters need.
Be warned - these monsters are not easy.
