I have started the elven bulwark quest to obtain 10 Heater shields. I must be missing some thing as I have made them, killed for them, bought them from a smithy and even used a lower skilled smithy to make them and I am unable to reduce the total required to complete the quest. Any one have any tips to where I am going wrong.

Some of those older OSI type quests require you to 'Click' on yourself for a little menu then select 'Toggle Quest Item' to get a targeting cursor which you can use on the quest items. When you do this - they turn 'Orange' and are counted by the quest engine.
If you have tried this already let me know because something else may be causing your problem.
