Throughout all of the UOT facets there are forty random locations and there are two Scroll Keepers.
At all times these two Scroll Keepers will exist in the world at one of the forty locations.
If you find and are able to slay one of them - there is a chance they will drop a Power Scroll. After their corpse is gone they will spawn at one of the other random locations.
The forty locations will be changed every year or so but notice will be posted when this happens.
