Have an Ancient Citrine (Gem of Blessing) and an Ancient Moonstone (Gem of Vision). How do you socket/install/enchance an item with one of these?

You can get special Artifacts from quests and also from special mobs (Paragons and Tradians). There are over 200 of these and they are parts of weapons and armor sets as well as jewellery (mage/paladin/assassin etc etc etc).
Tinkers can make a gem Cutting blade to get enhancement gems from Gem Rock dug up by miners. Then . . Tinkers can use Artifact Enhancement Tomes (created by Scribes) to enhance these Artifacts.
In order to enhance these artifacts Tinkers will need more than one of the artifacts as well as Tradium coins and eventually the special Gems.
The Gemmed artifacts (top of the enhancement process) can have Gems removed and replaced with other gems to alter properties.
Getting a fully enhanced set of these Artis is very difficult but they will stand as some of the best equipment in the land.

I have several of these gems, a good tinker, and thanks to the two town invasions, a small stack of tradium coins... has this been implemented yet? Also, are the artifacts are red items that say can become better if enhanced?

I talked with Amairgen in game and got this worked out. A scribe (70 skill) is need to make the enhancement books. A tinker(80 skill) is then needed to use the books. The tinker will require 2 of the artifact to be enchanted. The artifact has 4 level of enchantment, then gems can be added to the top of the line artifacts to further improve upon them.
Note while inscription over 70 will help create the books, tinkering skill over that required to use the books will not help create the artifact (or so I was told).
