I'm sure it's an afterthought, but after you step through the skill gate to gm your 10 skills the donation chest isn't accessible.
I believe this is due to Young Player Status, and if thats the case can you just fix the status to check for like 1200 skill points, or not check at all but be set to like X amount of hours?
You can always say "I Revoke My Young Player Status" to remove young status, but i believe even for new people that would be benifical for exploration on your server, and I have a feeling the young status is whats locking people out of the chest.

I may be wrong by saying this, but the chest is for those that skip the AutoGM skills and the Arete Armor and loot from the Mayor...
With the 10 GM skills and the nice Arete Armor, there's really no need to have access to the Donation Chests...
Amairgen can weigh in, but I think that the Donation chests are working as intended.

The Donation Chests (in the Arete Community Hall and in or near some banks) first entered our world years ago before we created the New Citizen Welcoming Room where players had the choice of picking 10 GM skills or entering the land without the skills (old school).
The Donation chests were set up for players who were new to the world and who had low skills. It was done that way to distinguish the needy from the greedy.
After the next reboot (next couple of days) the Donation Chests will allow 'Newer' players to access them even if they have taken the 10 GM skills in the Welcoming Room. The logic here is that 'need' might not always be determined by skill.
