Okay,
So Emerald has started working more on her other crafting skills and during her training she noticed that when she casts Bless or any of the other stat enhancing spells of magery they only last about 1 second. And further more the Dexterity portion of Bless or Agility doesn't even raise the stat for the 1 second. She asked me about it and I was like... I don't use those spells that much on myself, just on my pets.
I did a test on OSI and 50 magery w/ 0 Eval casted Bless for 30 seconds. Emerald is a GM mage with no Eval.

This is what the 'SpellHelper.cs script says about 'Duration' of spells

This is right out of the box (so to speak) and has not been changed. Having said that . . not saying it is right or wrong or cannot be changed.

Well the math checks out according to the script. But I think it's a bit strict. That's why I did the OSI character. But in saying that the character I made also is a character @ current publish for OSI. So the Run UO codes are of course older and therefore may be correct for the time period ie the client version of the time.
Now we just have to think... does it make sense that a GM mage casts any type of "blessing" that only lasts for 1 second just because of 0 Eval. Or do we say that casting the spells last x amount of time... and the higher your Eval is the longer the duration is?

Point well taken although in history hard to imagine a mage without Eval Int as it is a big factor the amount of spell damage done. I will consider your suggestion.

I don't remember back in time as well, but I do agree with the "strength" & "duration" of every spell should be affected by Eval Int, but a "base line" duration or damage should be the foundation to build Eval Int from. A Grand Master Mage is powerful... but a GM Mage with GM Eval is much stronger.
I would say base duration should be along the lines of 30 seconds for 50 Magery... and one minute for GM Magery? Besides not every mage does damage... Emerald is more of support or travel mage.

I tested this today and here is what I found:
1) if your Evaluate Intelligence skill = 0 and your Magery = 100 and you cast Bless on yourself you get buffed for 2 minutes HOWEVER the 'Buff' is not much (STR +3 DEX +1 INT +3).
2) If your Evaluate Intelligence skill = 100 and your Magery = 100 and you cast Bless on yourself you get buffed for 2 minutes HOWEVER the 'Buff' is much better (STR +14 DEX +7 INT +14).
3) These 'Buff' amounts also apply for the same amounts to the individual spells for Strength, Agility and Cunning
Conclusion . . Magery skill controls the Duration of the affect and Evaluate Intelligence controls the Amount of the Buff.

Well something is odd then... cause I just now tested and Emerald is GM Magery & 0 Eval. Cast Bless and I gain 1 pt in STR, 1 pt in INT 0 in DEX and it lasts for 1 second.
Maybe Emerald is bugged?

Okay . . I ran into Bran in game today and he volunteered for a test on the power and duration of the 'Buff' spells. Here is what we found.
1) Be sure you have all 'Buff' items removed for the test as the spells will not exceed Stat Caps.
2) With his Evaluate Intelligence skill = 0 and his Magery = 100 the Bless spell buffed him for 15-20 seconds and added (STR +3 DEX +2 INT +3).
3) With his Evaluate Intelligence skill = 120 and his Magery = 120 the Bless spell buffed him for about 2 minutes and added (STR +16 DEX +9 INT +16).
So . . the spell 'Buffs' seem to be working as intended. If possible I should meet you in game and we can run the tests on you . . or I can observe how you are getting your results.

There is definitely something up with Emerald. With nothing on @ stat cap GM Magery 0 Eval casting Bless it does +1 Str, +1 Int & +0 Dex for 1 second.
Xaneth: 120 Magery/Eval
Gear No Gear
Str 145 130 Dex 90 70 Int 145 130
Cast Bless on myself: Raises stats 13%
Gear No Gear
Str 150 146 Dex 104 79 Int 150 146 Duration: 2:25 2:25
So Xaneth without taking any gear off does raise the stats, even though I'm already over the 330 stat cap. That being said it does not raise above the 150 per stat cap. Emerald is at the STR 130, Dex 65, INT 135 therefore Bless should raise all her stats and last longer than 1 second.

I took a look at her and 'Yes' she is bugged. This is very rare but has happened once or twice in the life of the shard. How it happens is up in the air . . a save or crash at the wrong moment when a character is dying or doing something is just a guess.
Meanwhile . . .
1) I have all her belongings and I made a note of all her skills. I also 'Renamed' her 'DeleteMe'. 2) We need to decide how best to store or replace her steed. 3) You can create a new character named Emerald so I can rebuild her skills and return her items. 4) After 7 days you can delete the 'bugged' character now named 'DeleteMe'.
