Since the dawn of our realm some citizens who have reached the Shard's skill cap of 1200 have found need to reduce a certain skill in order to increase a different skill.
In the past this has required the intervention of a Staff member but that is no longer the case.
Today in the Trammel Britain King's Castle you can find a small room just south of the King's throne room. In this room is a special gate that will give you the option of reducing any skill by one full point. If you need a greater reduction you can simply enter that gate repeatedly.
This will give everyone greater control over their Templates and allow the use of Skill Balls without the awkward need to call the staff.
Note: This solution is preferred over changes to the various Soulstones available as they serve a greater purpose than a minor adjustment in skill values.
