Is that area for a quest? It is blocked off and has a skeletal dragon and King Gilgamesh inside.

The Trammel Cove Orc Fort is not a Quest area 'per se'. It has some customization and yes . . a rock fall has blocked off the most common access to the fort but there are two other ways to enter the area.
1) you can approach by boat
2) you can enter the village of Cove and use the little vine covered cave
This is one example of little changes made to bring the fun of your earliest UO exploration days back into our world.
