Most artifacts can be combined to make invulnerable or vanquishing, some come that way already, some come vanquishing or invulnerable but are not artifacts and I just got an artifact that came vanquishing but apparently cant be gemmed, a night storm. And why does Acererak's items come vanquishing or invulnerable but they arent artifacts and cant be gemmed.

They were not created by me so . . my guess is . . 99% of them are being found on Tartarus. Again . . they are not scripted by me but rather are individually added to a monster's (or chest's) spawner forcing it to drop on them. Those were created by a friend of mine many years ago when he helped to spawn Tartarus. I do not mind that these semi-rares exist. There are many other examples that are spawned to drop as semi-rares into the world of Tartarus (if you look around).

Only the Build-able artifacts can be gemed. These are the end game items.
Acerak and the Cleric quest are minor quality artifacts gear however they do not accept the correct bonuses for it being a vanquishing.
Other's such as the Night Sky and Axe of the Heavens would also be considered as minor artifacts.
All of this is a known issue but it's not priority...
With the current Runic Crafting system you can build something equal to a Minor artifact. SO now your not limited only to the weapons you find and can play any melee class you choose.
Still there should be little to no concern/confusion as to what gets gems and what does not. Gems currently add very little and do not make any real difference.
