Or is it broken or unusable or do yards have to be placed by Staff ? ? ?

Yard tools are purchased at the Cove Florist.
However... they are still a bit bugged because your adding to the map and area outside your house so in the event you cause a crash try to remember what you did last so we can finish tracking down the issue.
I've used the tool for 2 years now and i never had an issue. so it's rare but the broken code is still out there.
