is the tinkering quest broken, it worked first 2 times i did it but last 2 times, when i talk to Danior, he says "you have either received a reward or quit, leave out the exit and talk to Luza, he might help you another time". And none of the other tinkers there will talk to me so i left.

It's a minor glitch in the matrix.
Ok so every time you do the quest and intend to try again the next day be sure you talk to the guy before leaving the area and give him what you made "exceptional or not" or tell him you failed.
If you do not complete every step it will get stuck and not reset for over a day.
This can happen with every crafter quest.

what fixes it then, yesterday, he said that and today he said that, i think u can do it every 12 hours but i wait about 24 hours

If you do not follow every step you need to wait 24 hours.
be sure you talk to the npc before you leave and tell him you failed or hand him the non exceptional item.
